For four years, Poughkeepsie was the center of New York government, after the legislature was chased first from New York City, and then from Kingston. There was no way for Henry to escape politics during those years, especially with a brother in the sessions. But he wouldn't have wanted to since he, like other Livingstons, held his share of public positions.
